98 Bolt disassembly

I am trying to help a friend disassemble the bolt on a M98 (produced in 1914 for the Prussian state of Danzig).  The safety will not turn to the vertical position.  Although it has miniscule motion, i.e., not frozen by rust, it feels solidly blocked.  It will not rotate more than 1/8 inch.  Suggestions welcome.

 Often the cocking piece is not held far enough back by the sear, resulting in the feet (Or whatever the correct term is) of the not lining up with the grooves in the cocking piece.  Try swapping one or both out.  It's not a science, but rather art and luck!
