Mauser 98 scope base issue/question

Hello, my dad has a Mauser 98 in 7x57 that has been sporterized. He had a small Burris scope on it and shot quite a few deer with it. When his scope took a crap and we mounted a new scope on it we had to move from low to medium rings so the bolt handle would clear the bell. We have had issues getting the gun to sight in since then.  I noticed with my wheeler scope leveling kit that the front ring base is lower than the back ring base. I bought some base shims and got it leveled up, but still couldn’t get it sighted in. We run out of scope adjustment before we get it zeroed at 100 yards. My Mauser 98 does not seem to have this issue. It seems like the scope angle without the shims is aiding in the scope adjustment. The problem with that is that the scope is angled but the rings are not. So the scope will only have pressure in two points on each ring.


Has anyone had this trouble or know how to fix it?
