C&R Shipping Question

I have a question about shipping C&R firearms.
Is it legal to ship 2 C&R pistols in the same shipping box?

He ships UPS and is concerned about selling 2 in the same week to the buyer.
I think that rule is for new firearms only.

Legal, yes, unless prohibited by state or local laws.   No federal law against it. Where folks can get into trouble with an FFL03 is when it is used (or appears to be used) as a primary source of generating income.  That is definitely prohibited unless you have an FFL01 (gun dealer, not C&R collector).
