C96 Stock repair

Hi everyone,
 
  I have a C96 stock which needs some work.  The bore for the stock bracket screw is about 1/2 inch while the screw is only 1/4.  I was thinking some wood putty or a dowel rod, then drill out the right sized hole.  The bracket is also slightly out of alignment so the screw will not properly line up, I would estimate I need to bend it inwards about 10 degrees.  Any thoughts on how to repair this before I get our the blow torch?  Sorry no pictures, everything I have tried to attach was too large.
