General Mauser Rifle Questions / Austrian Mauser

My first post here. I've just got an Austrian 1912 marked -
MODELO 1912
STEYR AUSTRIA
on the left of the receiver. It was sold to me as a Mexican contract one but it hasn't got the usual Mexican crest but a largely obliterated one only the bottom of which is legible with a little difficulty. What can be read is a motto and a date below which read respectively  LIBERTAS QUAE SERA TAMEN and under that 15 DE JUNHO ? 1891.
 
This seems to be in the style of the normal Brazilian crest which has a different motto and date of course. The butt is not stamped with the usual Brazilian interlocking stars but I understand the motto is used by a large province of Brazil - Minas Gerais.


Attached I hope is a crude sketch. A photo would not show what can be seen with the naked eye.


Can anybody please help as to who was the end user of this rifle.
